Increased the Bulk charge timeout from 3 seconds to 300 seconds (5 minutes).
If the Float current is > 2.0A for 60 seconds, it will switch back to the Bulk stage.
If the Monitor page data fails to load, it will retry after 10 seconds.

Fixed bug with licensing. Was not checking license on initialization.
Added WDT to reset the system if it locks up.
